MD Downloads: "Clear all" still available if there's nothing to clear (i.e. only 1 in-progress download)

Chrome version : 52.0.2711.0 2f8c7fcf0ca7d22c7ef943ea5e3256914bef70f1-refs/heads/master@{#387833} 32/64 bit
OS : All (Win 7 aero enabled)

URL : http://mirror.internode.on.net/pub/test/

Steps : 
1. Launch chrome, go to above url and download any file.
2. Click on 'Show all downloads' and zoom in the page to 150%. (please make sure that downloading is in progress)
3. Now click on 'iron-icon' and select 'Clear all' option.
4. Repeat step 3 and observe.

Actual : Iron-icon list does not vanish after selecting 'Clear all' option in step 4.
Expected : Iron-icon list should vanish after selecting 'Clear all' option in step 4.

This is a regression issue broken in 'M-50' and below is the manual regression and narrow bisect info.
Good Build :  50.0.2627.0
Bad Build :  50.0.2630.0
