Enter key does nothing when LI is editing host.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Example URL:

Steps to reproduce the problem:
1.Place the cursor in the middle of the text
2.Press enter
3. 

What is the expected behavior?
Creation of a new paragraph.

What went wrong?
Any text and nodes after the cursor get removed

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? No Opera

Chrome version: 49.0.2623.112  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Summary: Enter key does nothing when LI is editing host. (was: contenteditable="true" removes text when used on `li` elements)
Pressing only Enter doesn't change anything on M50.

Shift+Enter works as expected:
1. Visit https://jsfiddle.net/ay9cLgab/17/
2. Place the cursor in the middle of the text
2. Press Shift+Enter

@yosin@chromium.org true. Now the behaviour changed on version 50. But still, it is not what it should be doing. Working perfectly with `div` elements.
