Step to reproduce the regression:

1. Open DevTools/Network
2. Enable throttling, e.g. GPRS (500ms, 50kb/s)
3. Open a page, e.g. http://yuri.twintail.org/chrome/font/font-display/test_1.html
4. Reload (F5)

Result:

49.0.2623.112 (Official Build) (64-bit)
 -> All resources take 500+ms to load

r387858
 -> main resource takes 500+ms, but sub resource takes just ~50ms to load

I saw this issue on Linux.
