Regression : Chrome logo is seen chopped at bottom of the User Manager Window

Version:  52.0.2711.0 
OS: Ubuntu 14.04,Windows

Pre-Condition : Enable ‘Material Design User Manager’ flag form chrome://Flags

What steps will reproduce the problem?
(1)Launch Chrome -> Now Goto chrome://Settings Page
(2)Now under "People" section  uncheck the  "Enable Guest Browsing"  and "Let anyone add a person to chrome" options(Please Refer Video)
(3)Now click on Avatar Icon and select "Switch Person" for User Manager window and now observe for Chrome logo at the bottom of  User Manager Window 

Expected:  Chrome  logo  should be  seen clearly at the bottom of  User Manager Window 
Actual: Instead  Chrome  logo  is seen chopped at the bottom

This is a Regression Issue broken in M-52

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2711.0.

Adding blocker label as this is regressed in M51.Please remove if not required.
