Regression:Added users are not displayed in switch person overlay.

Chrome Version: 52.0.2711.0 (Official Build)Revision 2f8c7fcf0ca7d22c7ef943ea5e3256914bef70f1-refs/heads/master@{#387833} (32/64-bit)
OS: All, Win 7(Aero enabled)

What steps will reproduce the problem?
1.Freshly launch chrome and click on switch person from avatar icon
2.Click on Add person,select any avatar icon and click on save button, observe the switch person overlay.

Actual: Added users are not displayed in switch person overlay.
Expected: Added users should be displayed in switch person overlay.

This is a regression issue broken in 'M52' and will soon update other info

Correction: 
Precondition: Make sure 'Material Design User Manager' flag is enable for new UI of switch user overlay.

Manual regression range:
Good Build: 52.0.2709.0
Bad Build:  52.0.2710.0

CL:

(Unable to narrow down the range since getting all good chromium builds between this range via tool)

Suspecting: 387687 ?
Kindly help to re-assign, if your changes are not cause for this issue.

The Material Design User Manager is still under development and is behind 'Material Design User Manager' flag. This particular bug should be fixed once

Tested the same on win7, mac 10.11 and Linux 14.04 chrome version 52.0.2730.0 - Added users are displayed in switch person overlay.

Our blockerbot script was offline; it was recently brought back online, and thus labeled many old issues (including this one) erroneously.  Removing Merge-TBD label since all milestones for this issue are already completed; no further work should be done.
