Steps:
1. Launch chrome, open NTP and go to devtools and open emulated view and click on 'More options' icon and click on 'capture screenshot'
2. Now click on 'show all downloads' and chrome://downloads page gets open in emulated view.
3. Then click on 'More actions' button and close the devtools window.
4. Now click on 'X' button, 'Clear downloads' button and 'open downloads folder' and observe

Actual: No action is performed after clicking 'Remove from list' and 'Clear all' button in chrome://downloads page
Expected: Download list should get clear after clicking 'Remove from list' and 'Clear all' button in chrome://downloads page

This is a non-regression issue seen from M-51, build no - 51.0.2694.1

Note: This is a new feature introduce in M-51, build no- 51.0.2694.1
