swf Playback (FPS Issues)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2709.0 Safari/537.36
Platform: "C:\Users\TroyB\AppData\Local\Google\Chrome SxS\Application\chrome.exe" --flag-switches-begin --flag-switches-end

Steps to reproduce the problem:
1. Optimize the GPU Usages.
2. Enable RAM TRIM.
3. Add the ability to Optimize the EMC or SSD.
4. Refresh and apply updated JavaScript Elements.
5. Continue to make Chrome OS (Linux) even better!.

What is the expected behavior?
Media Playback may use up more GPU Usage more often.

What went wrong?
Nothing, i believe it's just needs more optimization in terms of features on the Linux side of things.

Chrome version: 52.0.2709.0  Channel: dev
OS Version: 52.0
Flash Version: Shockwave Flash 22.0 r0

*Also, give the flash version playback the "BETA" seed so the video playback may work efficiently in the future. Thanks!
