:hover style not reset correctly on <tr>-elements

Issue description

Chrome Version       : Version 49.0.2623.112 m
URL : http://behind.at/tmp/hover.html

Behavior in Safari 4.x/5.x: -
Behavior in Firefox 3.x/4.x: - 

What steps will reproduce the problem?
(1) hovering over the rows of the table the :hover style gets applied but incorrectly reset (height increases)
(2) same can be seen with the word-wrapping/text-layout in the second example on the same page.
(3) demo gif-recording attached.

Able to reproduce the issue on Latest Stable# 51.0.2661.75 on Windows, Mac and Linux.
This is a Non-Regression Issue existing from M30 builds# 30.0.1549.0 (Official Build 208818).

This appears fixed in the latest canary. Likely due to dgrogans work.
