Issue descriptionSorry for the very long summary. Steps: 1) Remove all cards from autofill. Disable autofill sync if it's syncing cards from Google Payments. 2) Open https://rsolomakhin.github.io/autofill/ 3) Click on "Name on card" field. Observed: Suggestions are not credit card related. Expected: No suggestions, if there are no credit cards in autofill.

I am not able to reproduce the bug. I used a new chrome profile where I added a profile but no credit card. I don't have any suggestions for the credit card part. Then I added a card, filled the cc field on https://rsolomakhin.github.io/autofill/ and then removed the card. I now get an Autocomplete suggestion for the name on card field. Do you get Autocomplete or Autofill suggestions? Thanks!

The suggestions that I got were: "Saving credit cards to Google Payments in Chrome for Android" "Improve UX for requestAutocomplete" "Improve UX for autofill popups on Android" ... Looks like autofill suggestions.

New profile would not reproduce this bug because it would not have autofill suggestions. I was using my work profile.
