What steps will reproduce the problem?
(1) Start with a fresh install of Chrome
(2) Try and sign your Chrome profile into an account with U2F two factor
(3) During sign-in flow, after entering password, click "try another way to sign in".
(4) Notice that a new tab opens which you can sign into, but it does nothing, you're not signed into Chrome.

What is the expected output?

Should be able to sign into Chrome

What do you see instead?

Can't sign into Chrome.
