I think that this should be a skip because the subsequent tests are still timing out for no reason (they're really tiny tests) on that bot.

WebGL CTS: skip gl-uniform-arrays.html on the new Intel bots

This changes the expectation from Fail to Skip to try to fix the
subsequent tests that time out flakily for no reason (they are very fast
tests).
