Unable to login into chrome with 2 step verification

Issue description

Chrome Version       : 50.0.2661.75 m
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: NOT APPLICABLE
    Firefox: NOT APPLICABLE
         IE: NOT APPLICABLE

What steps will reproduce the problem?
(1)Buy a new laptop
(2)install chrome
(3)click on the avatar at top right corner to login into chrome
(4)a small window will come up, asking you to login
(5)enter your username and password
(6)now it will ask you to enter code from google authenticator app. But i bought a new phone too :(
(7)SO try to get the code through SMS. And enter the code
(8)You are authenticated but YOU ARE NOT LOGGED INTO CHROME

Now the only way for me to login into the chrome is to install google authenticator app in my phone and enter the code from it when you are asked

What is the expected result? Login into chrome


What happens instead? Authenticated but not logged in


Please provide any additional information below. Attach a screenshot if
possible.

rajasekhar@ - If you've lost access to your primary phone, you can select to have codes sent to backup phones. In addition, you can use one of your printable backup codes to sign in. For more information please follow the steps mentioned in the below link.

dude read the steps to reproduce . it clearly says i got the code through SMS and entered the code.

rajasekhar@ - Are you able to login chrome by disabling 2-Step Verification code? If you have not yet checked could you please follow the below steps to disable it.

1. Navigate to https://myaccount.google.com/?pli=1
2. In “Signing in & security” section of My Account, select 2-Step Verification. Sign in with your username, password, and verification code if asked.
3. Select Turn off 2-Step Verification.
4. A pop-up window will appear to confirm that you want to turn off 2-Step Verification. Select Ok.
Yes I'm able to login by disabling two step verification
