Wrong link in autofill settings for editing Google Payments address

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Set up a Google Payments address
2. Turn on Chrome sync
3. Go to chrome://settings/autofill
4. Click on the edit button for the Google Payments entry
5. Check the URL of the new tab

What is the expected behavior?
You should be sent to https://payments.google.com/manage/#settings:

What went wrong?
You've been sent to https://wallet-web.sandbox.google.com/manage/w/0/#settings:

Did this work before? N/A 

Chrome version: 49.0.2623.110  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 13.0 r0

I have no clue what the difference is between these two webpages (they look almost identical), but Chrome doesn't use the "wallet" page for address syncing
