Is Chrome://devices stuck in this mode, or does a restart fix it?
I haven't tried, but presumably that will fix it until the next upgrade.

Can you give the restart a try? This appears to be an issue with the Chrome updater.

When this happens what is the PID? Is the name of the new exe the same or different from the old version's install?
What I mean is, of course a restart will work, but that's not the point. The point is chrome://devices is doing sme funny business underneath.

Understood. We aren't suggesting that restarting is the fix. But it is as valuable data point.
