Large queues on linux_android_rel_ng

Issue description

There are 40 pending tryjobs now: https://build.chromium.org/p/tryserver.chromium.android/builders/linux_android_rel_ng

I tried to look at recent graphs on viceroy but bug 604063 prevented me.

Assigning stip as initial owner.

Yeah. I believe this is because there is a large pending queue in swarming because some bots are down. We're investigating.
