Servo V4 usb pd support

Issue description

Servo v4 has a usb type-c captive cable to the dut, and can be switched to act as a device (usb3 dut hub) or host (pass through to host hub for adb/fastboot). It also provides USB Case Closed Debug.

Another type-c receptacle can be used to plug in a type-c power supply and provide power to the DUT. pd negotiation is not connected between these two ports other than through stm32 software.

The goal is a pd policy that will negotiate sink on the charge port, and then be able to negotiate as a source to the DUT.
