On OSX, drawBuffers and readBuffer both select an attachment with no image, fbo becomes incomplete

However, fbo completeness should not be affected by drawBuffers or readBuffer at all.

See https://github.com/KhronosGroup/WebGL/pull/1618 for the added test to verify this.

The test cases failed in MacOS upon all main gpu vendors (Intel, Nvidia, AMD).
