Error 102 when trying to log into Chrome

Issue description

Version: M49+
OS: Desktop

What steps will reproduce the problem?
(1) Open Chrome
(2) Navigate to chrome://settings
(3) Click on 'Sign In' button

What is the expected output?
User should be able to sign in into their profile on Chrome

What do you see instead?
Please see attached screenshot

So far what users tried
1. I've uninstalled Chrome and again installed it
2. Delete all cookies
3. Reset settings
4. check malware by using CHROME CLEAN UP TOOL and found nothing
5. I can sign in everywhere in google
6. In other pc's from work ,I can sign in to chrome but not in home
7. Already have switched off MY ROUTER waited 1 min and again switch it on
8. I've checked my antivirus, firewall and it's allowed there

To clarify, is the error displayed right after clicking on "Sign in to Chrome" or after entering credentials?
