Mouse scroll wheel doesn't work while moving mouse.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36

Steps to reproduce the problem:
1. Open any page that is scrollable (even a chrome page like chrome://chrome-urls/).
2. While moving the mouse around, try to use the scroll wheel to scroll the page.

What is the expected behavior?
The page should scroll in accordance with the motion of the scroll wheel.

What went wrong?
The page does not scroll until the mouse motion stops and the mouse is held very stationary.

Did this work before? Yes I don't know the previous version of chrome that I was using, but it wasn't more than 6 months old.

Chrome version: 50.0.2661.75  Channel: stable
OS Version: Debian 8.4
Flash Version: Shockwave Flash 21.0 r0

I've tried this on 2 different computers with different mouses. I also just upgraded chrome (`apt-get update && apt-get upgrade` with the Google official linux chrome repo in my sources). I am also running on a VirtualBox VM with a Windows host, but scrolling did work fine on whatever version of chrome I had previously, and it still works fine in every other application I've tried since the upgrade.
 
I have also seen this behaviour running Xubuntu 14.04 in VirtualBox, and it appears to have started when version 49 was promoted to the stable channel. The scroll wheel worked as expected in version 48 and earlier.

I have tried changing various VM configurations, but I have not found a setup that works. This affects both the page, as well as the browser controls (for example, scrolling on the tabs does not have any effect until the mouse is held still). I also notice that usually the first scroll of the mouse wheel is ignored after being held still, and that it works as expected after this (when not moving).

I believe that https://codereview.chromium.org/1883853002/ fixed this too---can someone confirm this?
I can confirm that that commit (which appears to have made it into the latest dev version - 52.0.2716.0 on Xubuntu 14.04) fixed this issue for me. Any chance this can be merged into the stable channel?

We generally don't merge non-critical/security changes into stable but I'll merge this into M51 which is currently in Beta. Since the fix for  issue 593453  fixes this I'll dup this into there.
Unfortunately, this issue seems to be back in Xubuntu 17.04. It is working fine in 16.10.
