Battor Binary does not automatically detect battor on windows

Project Member Reported by rnep...@chromium.org, Apr 15 2016

Issue description

When we have one battor hooked up to windows, battor_binary should automatically know to use that battor, like it does on linux.

If that is not possible, then we need a way to probe windows for the correct battor path to pass.

Our assumption that it might always show up as COM3 on windows was wrong, I just had it show up as COM4.

(By our, I mean my assumption/hopes).

I'm going to close this for now. Things seem to be working decently enough for now, and we'll have to reimplement this logic once we switch over to USB from USB/serial anyhow.
