Issue descriptionVersion: M49+ OS: Android 5.0+ What steps will reproduce the problem? Please see user video shared on YouTube : https://youtu.be/38rOIQzvv-4 I was able to replicate this issue on GIN-2G What is the expected output? Safe browsing should not slow user browsing. On top of adds this makes Chrome feel more slow as compared to other browsers. What do you see instead? From the youtube video, it looks like chrome is hitting its 3-second timeout in when checking resources against the safe-browsing list within GMSCore. UMA data suggests this is not common (< 0.25% of requests). This user may have a issue with their install of GMSCore, and so far looks similar to http://crbug.com/602560 . Can someone reach out to the user and ask what version of OS and Google Play Services they have?

Feedback that we got from Forum users I no longer seem to be experiencing the slow down but have since updated my phone and reset it a couple times so I apologize I can't give info pertaining to the slowdown. But here is my current info that works fine (similar performance between Samsung Browser and Chrome now). Android 6.0.1 (Build MMB29K.G935FXXU1APD3) Google Play Services 8.7.03 (2645110-440) This issue might be a duplicate as suggested and seems resolved after user updated GMSCore
