Disallow submission of documents to Google Cloud print policy not applying

Issue description

Chrome version: 49.0.2623.111 Channel: stable

# Issue description
-When 'Disallow submission of documents to Google Cloud print policy' is applied to a user, they are still able to print from Google docs on Chrome OS 

# Steps to reproduce
-In the Admin Console, go to 'Device Management' > 'Chrome Management' > 'User Settings'
-For 'Google Cloud Print Submission'choose to 'Disallow submission of documents to Google Cloud print'
-Log into Chromebook as user
-Open a Doc
-Press 'Ctrl + P'
-Successfully print document

What is the expected behavior?
-User would not be able to print document
-'CloudPrintSubmitEnabled' would appear at 'chrome://policy'

# Troubleshooting done so far
-waited 24hours for propagation
-tried to reproduce on Mac OSx - 'CloudPrintSubmitEnabled' was present
-unable to submit print job

This is reproducible. We think it is not a Client-side Issue as we could not see policy on the Chrome://Policy Page.
Are you printing through the cloud or locally?

Did CloudPrintSubmitEnabled ever appear in chrome://policy?

You can only print from the Cloud with the Chrome OS. As far as I know there is no way to print locally. 
Local printing is available via GPC 2.0 privet local discover or using the printProvider API over a LAN or USB.

We continue to see the issue whereby a user is able to register a printer then print documents through cloud print submission instead of using privet or printProvider. The policy is set via the cPanel but the client never receives that policy though all others download and implement correctly.

Issue is still reproducible, policy is being set only on Linux, Mac, Windows, as expected according to page https://www.chromium.org/administrators/policy-list-3#CloudPrintSubmitEnabled. Guess it's a feature request?
