[Samsung] 'Viewing an copy of this page RELOAD' snackbar loses it's position from bottom to top

Issue description

Application Version: Chrome Dev 52.0.2709.0
Android Build Number: 5.1.1/LMY48B
Device: Samsung Galaxy J7


Pre-condition: 
1. 'Enabled as saved pages' flag should be ENABLED under chrome://flags
2. WiFi/data should be ON
3. Device should be in portrait orientation initially

Steps to reproduce:
1. Launch Chrome > Go to tinyurl.com/qqxeg4
2. Tap on 'gingerkids.MP4' link > Save the page offline > Turn WiFi/data OFF
3. Open the offline saved page now > Turn WiFi/data ON
4. Lock the device screen > Rotate device to landscape orientation now
5. Unlock device in landscape orientation itself > Observe the 'Viewing an copy of this page RELOAD' snackbar position
 
Observed behavior:
'Viewing an copy of this page RELOAD' snackbar loses it's position from bottom to top

Expected behavior:
'Viewing an copy of this page RELOAD' snackbar should be at the bottom of the screen


Frequency: 
<5/5>

Additional comments:
This issue is not present in any of the builds of M49 milestone.
This issue is not present in the latest Beta build M-50.0.2661.78

Last Good Build: 52.0.2708.0
First Bad Build: 52.0.2709.0

This issue is seen on Android Samsung devices ex. Samsung Galaxy S4 (5.0.1/LRX22C), Samsung Galaxy S3 (4.3/JSS15J), Samsung Galaxy J2 (5.1.1/LMY47X) and Samsung Galaxy J7 (5.1.1/LMY48B)

Any updates for this issue? It is still seen on latest M52-52.0.2743.0

ahalder@ why is comment 7 deleted? And are the repro steps still the case?

I cannot reproduce the issue on Nexus 4, might this be samsung specific?

Comment 7 included the steps from issue 621481 prior filing it relating this as same. Later filed it as a new bug as 621481 doesn't include OFFLINE pages and it's snackbars at all. 

This issue is pure Samsung specific as in title. However, now after performing step 5, OFFLINE snackbar disappears in landscape mode which isn't expected at all if compared with non-Samsung devices. Rotating back to portrait orientation shows the OFFLINE snackbar back. Tested on latest M53-53.0.2774.2

I rechecked this issue on M53-53.0.2785.15. No more OFFLINE snackbar appears  for OFFLINE pages
