Regression: Unnecessary omnibox url gets changed after pressing 'Enter' key.

OS: Windows(Win-7 Aero Enabled),Mac,Linux

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://version.
(2) Then click in omnibox and change the url to chrome://kill, now again click in omnibox 
(3) Press 'Enter',Observe the omnibox url.

After step 3, Unnecessary omnibox url gets changed. 

Omnibox url should not change after pressing Enter key.

This is a regression issue,broken in 'M-47', below is bisect info:

Good Build: 47.0.2507.0

This is a WontFix, for the same reason as  issue 541032 .  chrome://kill is a command and not a page you can visit or reload.  We only leave it around at first as confirmation that you've done it intentionally.
