Empty lines (with just a BR) don't contribute to container overflow

Issue descriptionAn empty line adds height to its container, but if the container height is specified and restricted, such lines don't contribute to layout/visual overflow. All other engines seem to do that. The cause can be found in LayoutBlockFlow::addOverflowFromInlineChildren(), where RootInlineBox::paddedLayoutOverflowRect() returns a rectangle with zero width. This triggers bugs in multicol. I'm looking into a multicol-specific fix, but anyway, just wanted to report it.
