Focus issue observed on 'Find in page' after pressing 'Tab' key.

Issue descriptionChrome Version: 51.0.2704.7 Revision a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48} OS: Mac 10.11.4 What steps will reproduce the problem? (1) Launch chrome & go to any webpage or NTP,press cmd+f to open find search box. (2) Then type any letter e.g "a" to find it & then press tab key,observe focus. Focus does not move to 'previous', 'next' arrow and 'X' icon after pressing tab key. Focus should move to 'previous', 'next' arrow and 'X' icon after pressing tab key. This is a non-regression issue,seen from 'M-30' (30.0.1549.0) Note: This issue is not seen in OS Windows,Linux & Mac 10.10.5

I couldn't reproduce this on 52.0.2705.0 or 50.0.2661.75, on a 10.11.4 device, but did reproduce it with 49.0.2623.110 and 52.0.2705.0 on a 10.10.5 device. Not sure exactly what's triggering this broken behavior [I don't think its OS version].

This behaviour is related to the preference of "System Preferences > Keyboard > Shortcut > Full Keyboard Access". If we choice "All controls" instead of "Text boxes and lists only"(default), we can traverse between controls on the findbar using tab key.
