Smart Card detection

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.1.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.0 Safari/537.36
Platform: 8172.1.0 (Official Build) dev-channel lumpy

Steps to reproduce the problem:
1. Install new smart card connector
2. Plug in smart card reader
3. Run an app which tries to access smart card using SCard APIs.

What is the expected behavior?
Smart card reader should be detected.

What went wrong?
Always getting this error
PC/SC-Lite error text: Cannot find a smart card reader.

Did this work before? Yes Previous versions of dev channel. But failing in 51.0.2704.0 dev channel.

Chrome version: 51.0.2704.0  Channel: dev
OS Version: 8172.1.0
Flash Version: Shockwave Flash 21.0 r0
