Issue descriptionChrome version : 51.0.2704.7 a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48} (32/64-bit) Os : All (Windows 7 aero enabled) Url : http://www.coindesk.com/information/what-is-bitcoin/ Steps : 1. Launch Chrome and navigate to above url. 2. Now scroll down the page to see 'What is a Bitcoin' video. 3. Now try to hover the mouse cursor over 'playlist' icon(Move the mouse cursor over playlist icon area) in video frame and observe Actual : Flickering of video frame is observed when mouse pointer is hovered over playlist icon. Expected : Flickering of video frame should not be seen when mouse pointer is hovered over playlist icon. This reproduces with just <iframe width="560" height="315" src="https://www.youtube.com/embed/Gc2en3nHxA4?list=PLZWrc_gWChqnaaeOQcxXG3qBF-yfS1Ayv" frameborder="0" allowfullscreen></iframe> in an html file. It seems that hovering of the icon causes a layer to be created temporarily, which causes some small offset differences in the image.

Note that this reproduces on m49 with <div style="height:4px"></div> <iframe width="560" height="315" src="https://www.youtube.com/embed/Gc2en3nHxA4?list=PLZWrc_gWChqnaaeOQcxXG3qBF-yfS1Ayv" frameborder="0" allowfullscreen></iframe> I don't think this is a regression, but we should still figure out what's going on.

@4 I think the problem has been happening for a while, but something did change with image decode controller to make it appear in a different set of cases.
