Pre-Condition: Make sure Chromevox is enabled

What steps will reproduce the problem?
(1) Click on Add Person >> Hit tab untill you reach "Enter your email" field >> Hit tab and observe focus ring on all fields of sign in overlay

Expected: Chromevox focus ring should be aligned with the text fields.
Actual: Focus ring is not aligned with respective text fields.

This is a regression issue broken in M51. Issue is also seen in 51.0.2701.0/8157.0.0.

Issue working fine in 49.0.2623.112/7834.70.0 stable daisy and 50.0.2661.79/7978.57.0 beta daisy.

NOTE: I guess issue is seen from the build where Misplaced system tray is seen.[ Issue 600911 ]
