Closing all tabs should go to a NTP instead of a blank grey page

OS: Android 6.0.1

What steps will reproduce the problem?
(1) Open Chrome
(2) Close all tabs
(3) (optional) close and re-open chrome

What is the expected output?
Closing all tabs results in a grey screen and it's not clear what to do. The grey box does nothing. We should just show the new tab page when all tabs have been closed.
