Issue description

"SingleClientSessionsSyncTest.CookieJarMismatch" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

[Sync] Reduce SingleClientSessionsSyncTest.CookieJarMismatch test execution time

During its execution this test triggers two commits to SESSIONS which
trigger sync cycles with 10 seconds delay each. This brings test
execution time beyond 20 seconds. At the same time test_launcher limits
test execution time to 30 seconds. Combination of the above causes test
to fail intermittently.

I'm adding calls to trigger sync cycle immediately.
