ChromeOS: Turn on displays on resume without probing EDIDs

Issue description

When we enable turning off displays on suspend https://bugs.chromium.org/p/chromium/issues/detail?id=535021 we should also provide a fast path for turning on the displays on resume.

Some displays take a long time to read the EDID, but it's not changing. Therefore, we can attempt to turn on the displays with the cached display information then read the EDID and probe the displays right after that (to handle the case where the displays changed).
 
May happen after long periods of time.
