If downloadA is paused and downloadB completes, the notification UX to resume downloadA go away

I see this in Chrome Canary 52.0.2708.0

Start a download, and pause it in the notification.
Start a second download, and let it complete.

The options for resuming the download in the notification for the first download go away when the second one completes.

if you expand the paused notification by doing a swiping down gesture on the notification, did you see the resume button? 

I have a CL:https://codereview.chromium.org/1889443003/ to show action buttons for in-progress download.

By default, android only show action buttons for notification that's on top of the notification drawer. 
We don't want to show action buttons for all paused downloads. If lots of download are in progress and chrome gets killed, all downloads gets paused. And showing action buttons for all the paused notification will make the notification drawer look ugly.

Thanks, error on my part. I'm happy to WontFix this. Swiping down does make it appear.
