Let components/exo/surface* handle touch events even if accessibility touch exploration is enabled |

Issue descriptionWe need this to support accessibility inside of these windows. If we can get out an accessibility tree (in the ui/accessibility sense), we could handle touch exploration using some of the existing infrastructure. Until that time, turn off our touch exploration support since it has nothing to work with.
