Mac vp9 videos are not being promoted to CALayers

Version: r387340 (Canary is busted, can't get anything more specific)
OS: Mac

Playing a vp9 video results in YUVVideoDrawQuads being emitted, with different resources for each plane. None of these resources are tagged as being overlay candidates -- it's not clear if they are GMB-backed or not.

This breaks CALayer promotion, breaks power, etc.

Going to bisect.

Oh. My local "run Chrome" script enabled ES3 apis.
