Investigate and remove overly aggressive eviction in the net predictor |

Issue descriptionThe following code will always evict the "least useful" entry in favor of a new entry in the predictor: https://code.google.com/p/chromium/codesearch#chromium/src/chrome/browser/net/referrer.cc&rcl=1460632580&l=74 This obviously isn't always optimal. At the very least, we should include the incoming host in the eviction algorithm, which is initialized with a connection expectation of 2.
