Investigate improving smooth scroll performance on Chrome (master bug)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.75 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Open any page with Chrome 2. Scroll the page up or down 3. Open any page with Microsoft Edge 4. Scroll the page up or down 5. See the difference (Chrome feels a bit janky) What is the expected behavior? Smooth Scrolling behaviour should match with the OS. Chrome feels a bit janky when compared with Microsoft Edge. What went wrong? Scrolling feels like using another operating systeam than Windows 10. Windows 10 has smooth scrolling feature across almost all apps such as File Explorer, Start menu, Microsoft Edge. All have same smooth scrolling behavior. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? No Does this work in other browsers? Yes Chrome version: 50.0.2661.75 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0 Try the steps with the page http://www.hurriyet.com.tr/ which has a lot of content.

Edge's smooth scrolling is admittedly "smoother". There's a few things we discussed that I've outlined in this doc: https://docs.google.com/document/d/1ygLvYSnRprmgOcTlezdAEHls2v0NI3Q3UFwgsAu1ISE/edit?usp=sharing Maybe we can start by matching the curve more closely with Edge.
