Launcher's touch drag-and-drop has too long activation delay |

Issue descriptionChrome Version : any What steps will reproduce the problem? 1. Open a launcher on a touch device 2. Select an app by mouse and try to drag it into the shelf area 3. Select an app by touch and try to drag it into the shelf area What is the expected result? Both mouse and touch drag-and-drop should be working seamlessly. What happens instead of that? Touch drag-and-drop is super hard to figure out. It takes forever to kick in. We should make sure that timing is matching experience on other touch devices (i.e. Android tablets and phones)

Try to deep reset your Chromebook (But not Powerwash), and logging in into the Home Desktop as also try to drag the files again.

The longpress gesture is a consistent length of time across ChromeOS, which seems correct. Should we also reduce the amount of time before touch text selection, or raising the context menu kick in?
