Make LayerListIterator capable of iterating a LayerList

Right now, it assumes we always have a LayerTree. We should be able a iterate a list(instead of a tree) when we get a list from the main thread.

I think this is blocked by  crbug.com/603181  somehow. I'm working on a layer list iterator on main thread.
