PoolHealthBug epidemic: 55 in last 10 hours

Issue description

I suspect folks are aware of this but I wanted to create a tracking bug for this.

This is currently impacting the PFQ.

Also: In the builder summary, the link to the autofiled issue says "Pool Health Bug" but the issues themselves only contain "ANCHOR  PoolHealthBug{...}". We should use the same identifier in the summary and the issue for searchability.

There was a formal outage announcement at chromeos-infra-outages@

In general, new problems like this should be labeled "Infra-ChromeOS",
and assigned to the week's Infra Deputy.  When they're not a duplicate,
of course.

This happened 18 times over the weekend. I will keep an eye on it today and open a new issue if it persists.
