All reference Android benchmarks are failing |

Issue descriptionhttps://build.chromium.org/p/chromium.perf/builders/Android%20Nexus5%20Perf%20%281%29 I think this is due to https://codereview.chromium.org/1869733003/ which chrome canary / dev channels & also update the reference build. To green up the reference build for Android, I propose that we downgrade the version of Android to the previous version to fix the current breakage. Then consider adding Android bot to the catapult CQ for smoke testing before we update the Android reference build again. I put this P1 because reference Android benchmarks are failing every where.
