This is arguably a regression, since with the Cast extension it was possible to assign a keyboard shortcut to activate the extension.

How about C for Cast? Ctrl+Shift+C is taken, but Alt+C is available.

Is there any process we need to go through before we obtain the keyboard shortcut? Or can we simply modify the files and request review from the OWNERS?

I'm not sure about an official process, but I'm on a thread from a few months ago related to this. I'll cc you; those folks will have more info about adding new keyboard shortcuts.

From the ui review thread: "Let's hold off on adding a Cast accelerator for now until we have a better sense for how many people need it (popularity) and how often (usage). If you're interested in adding UMA, you might benchmark off the other wrench menu items."

I added the "MediaRouter.Icon.Click.Location" histogram (which tracks dialog prompt origin) about a year ago, so we can use that to compare against other wrench menu items.
