Regression: Unwanted glimpse of horizontal scroll bar is seen on overlay after clicking on 'Find my account'.

Issue descriptionChrome Version: 51.0.2704.7 Revision a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48}(32/64 bit) OS: Window(Win-7 Aero Enabled), Mac Precondition: Enable 'new gaia password-separated sign in flow' flag from 'chrome://flags'. Steps: 1. Launch Chrome, navigate to chrome://settings and then click on 'Sign in to chrome' button 2. Click on 'More options' then click on 'Find my account' and observe at bottom of overlay. Actual: Unwanted glimpse of horizontal scroll bar is seen on overlay after step 2. Expected: No such glimpse of horizontal scroll bar should be seen on overlay after step 2. This is a regression issue broken in M-51, below is bisect info. Good build: 51.0.2700.0 Bad build: 51.0.2701.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/66c031ca891e491a2b6e96dcad92d9df2d4f7d43..7937328bb9f2e20cc2d4115a99919f6222d6d3f2?pretty=fuller&n=100 Suspecting: r385225 ? Please help to re-assign if your change is not the cause for this issue. Note: This issue is not seen on Linux OS.
