Max width/height cursor constants duplicated

As part of the effort to implement  crbug.com/570606  it was necessary to have the constants for the default maximum cursor height and width duplicated in both ui/ozone/platform/drm/common/drm_util.cc and content/common/cursors/webcursor_ozone.cc

It would be much better to not have that duplication and not to have to filter the values coming from gfx::Display in WebCursor::SetDisplayInfo.
