Steps : 
1. Launch chrome, go to chrome://settings and open devtools.
2. Click on 'toggle device..' button, select 'iphone 6' from device dropdown list and refresh the page.
3. Now click anywhere on the page, open a new tab and enter 'chrome://restart' in omni box, hit Enter key.
4. After browser restart, go to 'settings' tab and observe.

Actual : After browser restart, the 'chrome://settings' page unnecessarily gets zoomed in.
Expected : The chrome://settings page should not be zoomed in after browser restart.

This is a regression issue broken in 'M-46' and below is the manual regression and will soon update other info.
