Chrome version :51.0.2704.7 a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48}(32/64 bit)
OS : Windows (Win 7 aero enabled),Linux.

Steps : 
1. Launch Chrome and open devtools
2. Now press 'F1' key from keyboard to open 'Preferences' and go to Appearance and change the default theme to Dark.
3. Now press 'Esc' key to open 'console' drawer and open tab icon and click on 'Network conditions' and click on 'Network Throttling' drop down list and observe the text contents in it.

Actual : Unable to see the text contents in the drop down list after changing Default theme to Dark.

Expected : Text content in the drop down list should be seen properly after changing Default theme to Dark.. 

This is a non regression issue seen from 'M-49' series.(Build : 49.0.2577.0) 

Note : 1). This is a newly added feature 'Theme' in Preferences section from Build : 49.0.2577.0
       2). Issue is not reproducible in Mac OS.
