Investigate aligning tasks to vsync |

Issue descriptionCurrently timers, network loads and other tasks complete at an essentially random phase offset from the display vsync signal. This causes a few issues: - If any of these tasks invalidates the layout, this may cause a jank to an upcoming idle callback since it might need to perform the layout computation on demand. - Waking up several time inside a frame instead of just once is detrimental to power usage (although we have no firm evidence of this).
