Position of the 'Restore' bubble is misaligned on applying theme.

Issue descriptionChrome Version: 51.0.2704.7 a8bebc2b0cd3e3018b7c9f6ac698f04dd226abba-refs/branch-heads/2704@{#48} 32/64 bit OS: All (Win 7 Aero-Enabled) URL: https://chrome.google.com/webstore/detail/superman-theme-red-on-blu/dmodppofjbaoggbchnngcaljngfffloj?hl=en Steps: 1. Launch chrome, navigate to above url and install the theme or install any theme. 2. Now manually crash the browser using about:inducebrowsercrashforrealz 3. Relaunch the browser and press F11 key to enter full screen mode. 4. Again press F11 key to exit full screen and observe the position of 'Restore' bubble. Actual: Position of the 'Restore' bubble is misaligned. Expected: Position of the 'Restore' bubble should be under the wrench menu. This is a non regression issue seen from M-40 build no. 40.0.2205.0, 'Restore pages' bubble was introduced from this build.
