[Credential Manager API] Smart Lock omnibox icon not appearing for federated credentials

Issue description

Version: 52.0.2709.0
OS: ChromeOS, Linux

What steps will reproduce the problem?
(1) Go to https://w3c.github.io/webappsec/demos/credential-management/
(2) Sign in with federated credentials and save them
(3) Key icon appears in the omnibox
(4) Sign out: icon is still there
(5) Refresh

Expected:
The icon should still be there to inform the user that credentials are available for that site and let us manage them.

Actual
The icon is not visible next time we reload the page, even though the credentials are stored and can be reused (click sign in).


Note that this problem appears only for federated credentials and not for  local credentials. I don't know if it is intentional that the two types are treated differently, but in any case there should be a way to manage the credentials without having to log in.

Good point, the behaviour should be the same here for federated and non-federated credentials.

Actually, looking more into this:

The test page contains a HTML form (it is not initally visible, but Chrome does not realise that). The non-federated credential can be used for it, but the federated not.

Chrome always shows the key icon if there are forms and passwords to fill in them. But if there is only the federated credential, it cannot be filled and thus the key icon is not shown.

It is shown when the user chooses the federated credential to log in.

This looks working as intended.
