[Offline pages] 'RELOAD' snackbar is unavailable

Issue description

Application Version: Chrome Dev 51.0.2704.7
Android Build Number: 5.1.1/LMY47V
Device: Karbonn Sparkle V

Precondition:
1. Enable offline pages flag should be ENABLED under chrome://flags.
2. At least one page should be saved offline.
3. Turn OFF mobile data connection or wi-fi.

Steps to reproduce: 
1. Launch Chrome.
2. Go to Saved pages from chrome menu> Go to Saved offline> Open offline saved page.
3. Go to device settings> Display> Font size> Change font size to any size.
4. Tap on back twice to return back to chrome> Turn ON mobile data connection or wi-fi> Observe.

Observed behavior: 
'RELOAD' snackbar for 'Viewing an offline copy of this page' is unavailable.

Expected behavior: 
'RELOAD' snackbar for 'Viewing an offline copy of this page' should be available.

Frequency: 
<5/5>

Additional comments: 
1. This issue is present from M-51.0.2694.0 build of M51 milestone & present on all builds of M52.
      Good Build: 51.0.2693.0
      Bad Build: 51.0.2694.0
2. This issue is not reproducible on latest M-50.0.2661.78
3. This issue is reproducible on Samsung Galaxy S4(5.0.1/LRX22C),Moto g2(5.0.2/LXB22),Spice Mi-498(6.0.1/MMB29V),Karbonn Sparkle V(5.1.1/LMY47V),Samsung Galaxy S3(4.3/JSS15J),Nexus 7(5.1.1/LMY48T),Nexus 9(6.0.1/MMB29S),Micromax Canvas A1(6.0.1/MMB29Q),Samsung Galaxy J7(5.1.1/LMY48B),Samsung Galaxy J2(5.1.1/LMY47X)

There is nothing specific to Offline pages that would affect snackbar behavior.

This bug looks obsolete. Is there still an "offline pages" UI? Or is there a new way to reproduce the bug?
Reload snackbar is still alive and well. It will be shown if you are viewing an offline page and go online

1. enable offlining-recent-pages
2. navigate to a page
3. go offline
4. reload
(you should see offline omnibox chip)
5. go online
(you should see a "RELOAD" snackbar)

ianwen@, looks like changing font in settings kills the snackbar from appearing. Restarting Chrome 'fixes' it.

The easier repro is to download a page and then open it from Download Home UI while online - this should always show the RELOAD snackbar.
Is changing font still part of the repro steps? If so I would still keep it as a low priority. :)
I think this bug is a pure snackbar bug and is not necessarily related to offline.
